
Abu Rashed, CP3PPPP Transaction Advisor
Rashed is an international Expert in advising Government and multilateral Agencies on Policy & development related to Private Sector development with focus on PPP. Currently he is advising the Bangladesh Government (PPP Authority) and Afghanistan Government (PPP Directorate) to develop and promote a sustainable PPP environment in terms of PPP Regulations, Institutional Framework and PPP project development and Structuring. Mr. Rashed also advised and supported the United Nations (United Nation Economic Commission for Europe, UNECE, Switzerland) for development of a global PPP Health Policy (Standard) as Project Editor and Work Stream Lead. He was previously the Project Manager for IFC under SAIF and head of development & senior advisor for IIFC under the Ministry of Finance. He has led many PPP related policy formulation, project development and transactions for various government agencies and multilaterals including the World Bank, IFC, ADB etc. He also served various multinationals in various senior positions including Nestle, PHG Singapore etc. He was involved as PPP expert in many PPP project development and transactions across the world in Port, Road, Optic Fiber, Zones and park development, power etc. He taught and lectured on PPP in various countries including USA (Berkeley University), Sri Lanka (State Bank), India, Singapore, Malaysia, Saudi Arabia etc. He has over 10 core PPP publications in various international journals.
